Impact Studies for Governmental Entities and Property Developers help facilitate communication and dispute resolution

Clarion/Samuels has studied development impacts on residential and commercial property value.  Aside from typical development proposals (residential subdivision, commercial and industrial development) Clarion/Samuels has done studies of the impact of cellular phone towers, contaminated property, wind farms, wastewater treatment facilities, natural gas pipeline compressor and dehydration stations, and other externalities on residential and commercial property value.

The Clarion Offices work together to provide community planning services reflective of economic realities

When the Clarion office in Denver was engaged by the City of Philadelphia to rewrite its zoning code, Clarion/Samuels was brought in to test the economics of City proposed density bonuses for the CMX-4 and CMX-5 districts  that comprise the majority of Center City Philadelphia.  For example, Philadelphia wanted to incentivize certain types of parking garage development over others.  Garage design alternatives identified included underground garages, under buildings but above ground, and adjacent to buildings.  Clarion/Samuels made recommendations as to what density bonuses were required to encourage the development design the City desired.
